自治体クラウドは電子自治体推進の切り札か？

Abstract

2015年に閣議決定された「経済財政運営と改革の基本方針2015」では、自治体クラウドが電子自治体推進の鍵とされている。しかし、自治体クラウドの導入が電子自治体の推進や住民サービスの向上に貢献しているかどうかについての定量的な分析は行われていない。本研究では、総務省による「情報システム経費調査結果」と「地方自治情報管理概要」のオープンデータを用いて、自治体クラドあるいは単独クラウドの導入が自治体の情報システム経費に及ぼす効果を定量的に分析する。また、自治体クラウドあるいは単独クラウドの導入自治体がクラウド未導入自治体と比較して電子自治体推進や住民サービス向上において先行しているかどうかについても、定量的な分析を行う。

In order to make a breakthrough in stagnant e-local-government movement in Japan, Ministry of Internal Affairs and Communications(MIAC) has been promoting an introduction of “local government cloud" to municipalities. However, there is no evidence that prove the local government cloud contributes to promotion of e-local-government. In this study, we conduct an quantitative analysis by using open data from a research report titled "Results of Survey on Information System Costs in Local Governments" issued by MIAC in 2018 and annual reports named "Local Autonomy Information Management Overview" issued by MIAC which covers fiscal years from 2010 to 2017 and verify the effects of introduction of local government cloud to e-local-government.
