自治体のBPRへの取組の現状と課題

| Abstract | わが国の電子自治体の実現構想に対して，その実現がなかなか進まない現状を打破すべく，総務省の「地方行政サービス改革の取組状況等に関する調査」(平成28年３月25日公表）に基づき，電子自治体の推進と一体で考えるべきBPR（Business Process Re-engineering）の推進の現状を把握するとともに，マイケル・ハマーが提唱したPEMM(Process and Enterprise Maturity Model)を援用して，BPRの進展度合いの違いに及ぼす自治体のケイパビリティの観点からの要因を，自治体の統計データを用いた分析から明らかにすることを試みる． |
