クラウドサービスを利用した自治体経営情報の蓄積と共有

Abstract	二元代表制を採用する日本の自治体においては、議会が意思決定を担っている。そこで、執行機関である行政は、議会に対して意思決定に必要な情報を提供する。それらの情報は、議員に渡るだけで、必ずしも公開されるわけではない。そして、議員が個人的にそれらの情報を保存するとしても、それらの情報が自治体全体で一括して保存されるわけでもない。さらに、近隣自治体との情報共有もない。そこで、本研究では、クラウドサービスを利用した自治体経営情報の蓄積と共有について、その必要性や実現可能性について議論する。
	In the Japanese local government adopting dualistic representative structure, the assembly takes decision making. Therefore, the government which is an executive organ offers information necessary for decision making to the assembly. That information only passes to a member of the assembly and is not necessarily shown publicly. And that information is not saved in the whole local government in a lump even if a member of the assembly saves those information personally. Furthermore, there is not the information sharing with the neighborhood local government. Therefore, in this study, it argues about the need and feasibility about accumulation and joint ownership of the local government management information using cloud service.
